Qualifications & Skills:
Bachelor’s degree in Supply Chain Management, Engineering, Business, or a related field (Master’s or CIPS / ISM certification is a plus).
10+ years of procurement experience, with 5+ years in the oil & gas industry and international procurement.
Strong expertise in supplier evaluation, contract negotiation, and INCOTERMS (FOB, CIF, DDP).
Knowledge of refinery/O&G materials, ASME/API standards, and hazardous materials logistics.
Proficiency in ERP systems (such as SAP Ariba) and data analytics.
Excellent negotiation, leadership, crisis-management, and multicultural communication skills.

المهام والمسؤليات:
Key Responsibilities:
Develop and implement cost-effective procurement strategies ensuring timely sourcing of materials and services.
Lead RFQ / RFP / RFI processes and negotiate contracts, delivery terms, and payment conditions.
Build and maintain long-term supplier relationships (local & international) and conduct regular performance reviews based on quality, delivery, and pricing.
Draft and manage contracts and framework agreements while ensuring compliance with company policies, FIDIC standards, and anti-corruption laws.
Monitor procurement budgets, analyze spending trends, and identify cost-saving initiatives.
Ensure compliance with company procedures and international trade regulations (INCOTERMS, customs, sanctions).
Coordinate with inventory and logistics teams to optimize stock levels and reduce project downtime.
Utilize ERP systems (SAP, Oracle) to track procurement performance and implement data-driven improvements.
Lead and mentor domestic and foreign procurement teams while collaborating with Engineering, Finance, and Project Management departments.
